That doesn't strike me as the work of Americans. It seems like the way Eastern Europeans would misspell an English word. I bet someone overseas paid for the billboard and created the image.

One of the other messages has a large red button (nukes) and an alarm clock I think and a bizarre picture of Joe and saying something like "Do you trust Crazy Joe and the button" implying that he pushes the nuke button instead of the alarm clock. I haven't driven by lately to see if they fixed the spelling of dementia.
