Trevor Noah HAS complained about his own country. Prior to moving to the US his work was focussed on South Africa and ruthlessly mocking the previous President and surrounding politicians. He also did a great job mocking South African race relations. If he did that stuff on the Daily Show it wouldn't make sense to an American audience. His ratings would shoot up in South Africa, but the main market in the United States would be lost. So unless the Daily Show producers want to lose their biggest market and the country the live in, he's going to have to stick to American politics.
