In her first years teaching my sister taught at a predominantly African-American high school and this was right at the start of the trend and all the guys in class were doing it. The principal told all the teachers to ask them to pull up their pants as it was against dress code (not sure now how PC that would be), but the teenagers obviously wanted to not listen. My sister told them that it came from prison and was a way to signal other prisoners that you were available for sex and those teenage boys pulled their pants up so fast...it was laughable in a way.
