The word on Kamala in the Senate is that she is all ambition with no center. She'll do whatever she needs to do for her own career. That's why, despite her obvious photogenic gifts, she's not going to be picked.
Right now, Karen Bass and Susan Rice are the most likely to be selected, although Tammy Duckworth is also strongly in the running.

The elephant in the room is that nobody expects Biden to run for reelection in 2024 when he's 82 and it looks like he's worried that choosing someone like Kamala Harris would just invite inevitable measuring of the drapes, etc.
Biden may want a nice "l'il buddy" for a VP but fat chance that kind of relationship when everyone who you choose for the spot is automatically going to be the frontrunner four years from now.

There is nothing strategically advantageous for Biden to pick a black VP. Blacks can either choose the racist Trump, or Obama's buddy Biden. That's the choice (oh, or Kanye).
It would be best for him to pick a woman who has run a city or state. So in speeches she can say, "I successfully ran... I've got the chops". Remember she has to go up against Pence in one debate, and he was Gov. of Indiana.
