Why does my dog make crying noises when he squeaks his squeaky toy?

He doesn't make that many noises in general and he doesn't bark, but when he squeaks the squeaky toy it sounds like he's commiserating with the squeak pain or talking to it. What do you think he's doing?

I tried asking him directly but he just licked my hand.
