Arguably the last pop star to achieve that level of fame was Britney Spears in the early 2000s, and even that was a much briefer bubble than Madonna's a decade before.

Madge was lucky to be around at a time when pop stars had fewer competition. Pop music not R&B/ rap dominated the music charts and sales. Popularity wasn’t (and still isn’t) tied to musical ability but carefully honed image/ persona. It was the first time that overt sexuality was front and center as part of a pop star’s overall package.

There’s no comparing ‘50s Elvis gyrating while wearing a suit. The ‘80s had Prince licking his lips singing Darling Nikki masturbating to a magazine while he was in various stages of undress AND in women’s clothes. Madonna seemed tamed compared to that but she was head and shoulders above other female pop stars in cultivating a sexual persona.
