It’s a really interesting ethical question, OP, and there’s a lot of research and information on people with cognitive disabilities and sexuality. Obviously People with disabilities have a higher incidence of abuse and being taken advantage of, but they are sexual beings like all adults and have a right to sexuality. The problem is that we don’t have access to capacity evaluations to people we meet in life who could have a disability. But if he expressed clear desire and initiated, I wouldn’t think it’s totally wrong of you to have engaged. As you less-than-eloquently expressed, it sounds like he was on the more alert and oriented end of a cognitive disability spectrum. The main concern with people with disabilities is that they may or may not be able to make informed consent regarding specific acts/associated risks, and they also may not be empowered to know that they have control of what does and doesn’t happen to their body— thus the high risk of being abused. The long story short is that I wouldn’t eat yourself up with worry over it, but you did the right thing listening to your gut and stopping. I wouldn’t get myself into the same situation again if I were you; while each scenario should be looked at through a unique lens, it could get very messy.

As far as I know, there isn't a bright line in the sand. One of the key arguments is that acquiescence does not equal consent.

Also, apparently there are also some situations where your IQ matters as well. If you're 100 (average) and have sex with someone who has a 70, it might be a problem. Whereas, if you had an IQ of 80 and have sex with someone with 70, it wouldn't necessarily be a problem. Part of the issue is whether the low IQ would be noticeable to the other person. So, an average person would notice slower speech and such, but a lower than average person might not - or so the argument goes.
