Yes it was supposed to be sometime in the future - Chichi went from being a boy in a dress to winning the crown thanks to Noxema and Vida who took her in as their drag daughter.

They were traveling to the national contest when their car broke down and they rolled into that weird redneck village.
They departed Strawberry-ville to continue to the National contest and that’s what ChiChi won, that’s to Vida and Noxy

Priscilla was a low budget Australian movie. To Wong Foo was a glossy Hollywood production. It should have been better because it had more resources behind it.

And it came late to the game. The subject had already been covered by La Cage aux Folles (and its sequels), Torch Song Trilogy, Priscilla, A Chorus Line and Some Like It Hot, not to mention comedy performers who did drag like Milton Berle and Flip Wilson.
