This was pretty bad. He is trying to conflate the creation and dissemination of the tests, which the Fed’s bungled first some reason; with the actual testing of individuals. I imagine that he his trying to put the states on the hook for for the Fed’s bungled and delayed response in creating the tests and disseminating them to the states. The journalists should explain to the public the difference.
As for the threat to “walk off”, the reporter should be polite but persist. Call his bluff. It would not be good for Trump, but more to the point, the Press has to stop being intimidated by him. They can’t do their job if they are afraid of him.

President Trump is using the coronavirus news conferences as, in part, campaign rallies. Because the coronavirus has left him unable to hit the road and give stump speeches, the daily press briefings allow him to get his message out to the American people. This clearly matters to him, as he often talks about his “ratings.” Much of his briefings are used to talk about how well he has handled the crisis.
You would think that the president and his team are so pressed for time that they don’t have two hours each day to spare. But Trump has clearly made these briefings a priority, as he is out there front and center every day.

Thereupon Congress shall decide the issue, assembling within forty-eight hours for that purpose if not in session. If the Congress, within twenty-one days after receipt of the latter written declaration, or, if Congress is not in session, within twenty-one days after Congress is required to assemble, determines by two-thirds vote of both Houses that the President is unable to discharge the powers and duties of his office, the Vice President shall continue to discharge the same as Acting President; otherwise, the President shall resume the powers and duties of his office.

He shall resume the powers and duties of his office. There it is.
