There are lots of movies that showed low grosses but not a loss but don’t meet your publicity requirement.
I would have suggested the recently demised CATS but looks like it lost about 25M...

What about that Travolta mess about L. Ron Hubbard's book? I'm too lazy to look it up but that 'space adventure' by the Scientology founder went nowhere. I'm guessing that the cult bought all the rights to keep it out of the public eye.
