Rhode Island Governor Announces National Guard Will Go 'Door-to-Door' to Identify New Yorkers to Slow COVID-19 Spread

Rhode Island Gov. Gina Raimondo announced during a press conference on Friday that the state would take drastic steps to “pin-point” individuals who had recently traveled to New York in an attempt to stem the spread of COVID-19, the disease caused by the novel coronavirus.

“Right now we have a pin-pointed risk that we need to address and we need to be very serious. And that risk is called New York City,” she said. Over the past week, New York has become the epicenter of the coronavirus crisis in the United States. As of Saturday afternoon Eastern Time, New York had at least 52,318 confirmed cases of COVID-19, according to a tracker by Johns Hopkin’s University; that’s nearly half of the at least 115,547 cases in the entire United States. In comparison, Rhode Island currently has at least 203 confirmed cases, per the tracker.

Raimondo had previously issued an order, enforceable by law, that anyone coming to Rhode Island “in any way” from New York must be quarantined for two weeks. “That could be in a hotel, that could be in a rental property, that could be your own summer home,” she said.

She announced that starting on Friday afternoon, state police will monitor highways and pull over anyone with New York plates to ask them for their contact information. Officials will order “you into quarantine if you plan to stay in Rhode Island,” she said.

Raimondo also announced that, starting Saturday, the National Guard will work with local law enforcement to go “door-to-door” in communities on the state’s border, asking if anyone has come from New York and requesting their contact information. She said officials will order any individuals who have come from New York to quarantine for 14 days.

“Obviously we will be doing out best to target those homes where we know people are likely to have come from New York,” she said.

Texas, Maryland, South Carolina and Florida have all also ordered anyone coming from New York to self-quarantine for two weeks. On March 24, President Donald Trump also requested anyone who has recently been in New York self-quarantine for 14 days, although that guidance is not enforceable by law.

Raimondo also announced that all hotels, renters and rental companies will be notified of this quarantine order in writing, and will be asked to provide the guidance to their renters.

“I know this is unusual. I know it’s extreme. And I know some people don’t agree with it. And it’s absolutely not a decision that I make lightly,” she said.

“We’re not shutting down our borders, per se,” she continued. “But what we’re saying is, if you want to seek refuge in Rhode Island, you must be quarantined.”

by Anonymousreply 4March 29, 2020 5:29 AM

If people are quarantined, what difference does it make if they drove in from NYC?

That should take twenty minutes, max.

Are there a lot of new yawkers traveling to rhode island? Why is this bitch leading the charge on this.

Also - not pick up your dog's shit when out for a walk. No... wait... that actually seems to be encouraged (at least in my neighborhood) if you live in a nicer area they have maintenance people to do it for you.

by Anonymousreply 20March 29, 2020 6:02 AM

R20 - nah, you don't know that for sure. Your state was stupidly slow to react.

And how many New Yorkers go to Rhode Island? Is that a thing? I mean it's not turn of the 20th century Newport.

by Anonymousreply 21March 29, 2020 6:10 AM

Look at the stats per state. It’s not even close. New York and Cuomo are the problem and everyone needs to do what they can to limit their exposure to the state and its residents. Trump is making a big mistake not to quarantine New York.

OMG, how fucking stupid are people like R22? MORON, NYC is a global hub. We inevitably get more people coming here every fucking day from all over the world than most of you rubes get in a YEAR. That parasite in the WH KNEW about this months ago when we could've done something about it. How the fuck would you expect Cuomo/NY to prepare for something the president knew about, called a hoax and fired the pandemic team TWO YEARS AGO, but NY knew NOTHING about? How, you idiot?

Are you really this mentally-challenged that you act as though we simply chose to let in a virus so that our city would completely shut down and potentially destroy our city and god help us, we became so desperate we drove to RI of all places??? I mean outside of a couple of towns, that state is SHIT! I'll take my chances with the virus than go to a place like Warwick.

by Anonymousreply 29March 29, 2020 6:43 AM

So is California, but even though California is larger than New York, New York has 10 times the number of cases.

by Anonymousreply 30March 29, 2020 6:51 AM

R30, THINK. What could possibly be the difference between CA and NY? You really can't figure out the difference? You want to start with how large LA is vs NYC? LA is 500M of land alone. People out there drive. You don't have a million packed every day on subways including tourists. Come on. Really?

by Anonymousreply 31March 29, 2020 7:08 AM

500m*

by Anonymousreply 32March 29, 2020 7:08 AM

BTW, LA alone only has 4M vs NYC 8M, so figure you have twice the number of people in a smaller land mass vs LA alone.

by Anonymousreply 33March 29, 2020 7:09 AM

Someday they will have a National Landmark where some brave family hid the New Yorkers in the attic.

by Anonymousreply 34March 29, 2020 7:15 AM

California also hasn't really been testing that many people so nobody knows what the actual numbers are.

by Anonymousreply 35March 29, 2020 7:40 AM

California is very spread out. Plus they prepared better early on. Thank you Mayor Garcetti and governor Newsom.

What precedent can be set for a republican governor to declare in the future that he doesn’t like Chinese people, so they’re not allowed in his state? Or blacks? Or gays? The North Fork of LI was the first place in Suffolk County to have Covid 19. It was a KOCAL who had it & passed it to a slew of other locals who brought it into a nursing home where it is now killing seniors at a record rate.

So what did the local pols do? Demand a travel ban of people coming from NYC. They’re blaming the city. People are making up bullshit stories of infected NYers pouring off trains directly into supermarkets to strip the shelves (which were stripped by locals several weeks ago).

This shit isn’t funny. It’s rightwing propaganda that’s taking hold in a big way. And they are all defending Trump, claiming city people are blaming Trump when it’s the dirty Chinese & rich Jews spreading it into god fearing America from NYC.

Here's the text of the U.S. 4th amendment - in synopsis you are to be secure in your person, papers and things.

Here's the 4th: "[t]he right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized."

And the 5th too: "No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a grand jury, except in cases arising in the land or naval forces, or in the militia, when in actual service in time of war or public danger; nor shall any person be subject for the same offense to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation."

When the virus first came to the U.S., I predicted that California would be the hardest hit, considering its size and all the travel from Asia. I have to give credit to Gov. Newsom from keeping California from becoming like New York.

by Anonymousreply 93March 30, 2020 12:29 AM

You guys are not paying attention at all. LA will surpass NY soon.

And it's already been pointed out to you the difference between the two cities. I mean when you hear that something called "social distancing" is required to prevent this from spreading and you're acting like a city of 4M with more space and everyone drives vs a city of 8M with millions taking mass transit ie., sardines in a tin tube is doing a "better job," then you're being willfully ignorant.

by Anonymousreply 94March 30, 2020 12:33 AM

I'm in Rhode Island and I think the governor is being forceful and direct. The state has relatively few cases now and she is doing everything she can to keep it that way. What is being done is that people from out-of-state are being instructed to quarantine themselves for 14 days. No one is being turned away from the safe haven of the nation's smallest state. Does it have the force of law? Maybe not, but it has the moral force of trying to limit the spread. Rhode Island is the second most densely populated state (after New Jersey, but also after non-states Washington, D.C. and Puerto Rico). It could spread like a grease fire here. If you are escaping an area with high infection rates, then quarantining seems to be the ethical thing to do.

And equating this to Gestapo tactics is astounding: it's the virus that state health officials are hoping to isolate, not New Yorkers qua New Yorkers. Conflating fleeing New Yorkers who may be unwittingly, innocently spreading the virus to Jews fleeing persecution and murder is appalling.

by Anonymousreply 95March 30, 2020 12:49 AM

[quote]a city of 8M with millions taking mass transit ie., sardines in a tin tube

Allowing that to continue should be a crime and the people who allowed it to continue should be imprisoned. There's no justification for letting the trains run when there is a highly contagious fatal disease present and the usual state of trains is packed.

[quote]Allowing that to continue should be a crime and the people who allowed it to continue should be imprisoned. There's no justification for letting the trains run when there is a highly contagious fatal disease present and the usual state of trains is packed.

And how exactly are cops, nurses, doctors, delivery people, etc supposed to get to work in NYC? Most people here don't own cars. You expect the minimum wage grocery worker to pay for Uber?

Ridership is down 80%. New Yorkers are staying off the trains, but this virus has been in the city since at least February.

Plus the food choices down here - in RI you get what, price rite, shaws - down here there's Publix, Kroger, and a bunch of asian and farmers markets. I'm so glad I got the fuck out of RI almost two years ago.

[quote] How the fuck would you expect Cuomo/NY to prepare for something the president knew about, called a hoax and fired the pandemic team TWO YEARS AGO, but NY knew NOTHING about? How, you idiot?

If Cuomo/NY knew it wasn't a hoax, then why not wait until March to do anything? If Trump should have known by early January, then what's everyone else's excuse? There absolutely was misinformation concerning the virus coming out of China and the WHO.

Why wait ^^^

by Anonymousreply 108April 9, 2020 7:09 PM

This seems illegal. Having tests available nationally would be a better solution.

You know it's misinformation only in hindsight. States haven't been left in a lurch like this before and were waiting on federal guidance. When it was clear that the federal response was a joke/negligent/criminal, states started acting on their own behalf.

R105 yeah we know it's cheap living elsewhere, especially in the southern states. Hmm could be that high producing, heavily taxed states are supporting the not give a shit about its citizens states.

My relative was going on and on about how cheap everything is in Florida, but they leave out that there's little social support for citizens, and there's no cares about environmental damage. I know if I get in a car accident, I'm covered by mandatory car insurance and the vehicles were at least road legal.

I have my gripes with NYS, but I know damn well I'm covered if I lose it all. I know my basic public education is held with higher regard by employers. It's only ashame the rest of the country leeches off expensive states. It wouldn't be so strenuous on us if the entire country took care of themselves.

R110 States have acted on their own behalf before and have even sued Trump due to issues regarding federal funding. If there was genuine leadership coming from any of the most affected states, we would have seen something being done a lot earlier. Hell, even now states won't enforce shelter in place. Fortunately, most citizens are acting responsibly but that wasn't the case as recently as a few weeks ago. Are these states looking for "guidance".

The reason we got to this point is because 1) A lot of the protections that would have been put in place would have been extremely unpopular and even more difficult to enforce, especially in liberal states where there is a higher concentration of people with different ethnic backgrounds and 2) We were given false information by the WHO, which is why you had people like De Blasio and telling everyone to leave their homes.

What is really negligent is claiming that the use of hydroxychloroquine is dangerous when it's only been prescribed by doctors in certain circumstances.

[quote] Hmm could be that high producing, heavily taxed states are supporting the not give a shit about its citizens states.

And the (red) states most dependent on blue states are in complete denial about their dependence.

I've said it numerous times on here: Nothing sickens me more than a state in the top five of mooching like KY with a state pop. half the size of NYC alone, where the senator is the majority leader, has all of the powerful to control the supreme court, the justice system at the states' level and the purse strings of this country.

How we've allowed a mooching, soulless demon from KY to have so much power coming from a state contributing NOTHING and only taking and having so few people is that fucking state, is unconscionable.

by Anonymousreply 113April 9, 2020 8:45 PM

in* that fucking state
