He'll still be on supervised release for three years, so it's my understanding that he can't relocate out of his assigned court-probation district covering his case unless a formal transfer request would be made and approved. To do so, he'd probably have to establish a good record in his current district (e.g. stable job, clean drug tests, staying out of trouble, etc.) for a period of time as well as have a good reason for transferring to the new district (family, a verified residence to move to, bona fide job offer, etc.) Also, I believe the requested (new) district gets final say in the matter and can approve/deny the request after conducting their own "transfer investigation."

While on supervised release, he can't really travel anywhere without the court's permission. Plus, he'd have to apply for a passport. It came out in one of the court hearings that he doesn't have one.

I think the thing that seems scariest about him now is that he's spent the past several years pissed about Burns and vowing revenge. Considering his crime was directly connected to his porn and prostitution, I would think both would be proscribed by his parole conditions (prostitution is a crime and thus would be a per so violation). The parole officer has fairly wide discretion in these matters and Jarec seems oblivious to the risks posed to his parole just by some of the tweets he has made. First of all, parole is conditioned on a full and public confession of guilt, contrition and sincere remorse for the harm done to the victim, which he had to repeatedly demonstrate to the satisfaction of the parole board just to get his initial parole but he his tweets attacking the victim, the prosecution, and his veiled threats at revenge undermine all of those conditions. All it would take is for some anonymous person to find out who his parole officer is and send him copies of all his twitter antics to potentially send his ass back to jail...Not that I am intentionally laying out exactly what needs to be done if someone wants to follow through - just ruminating on the legal complications social media raises for parolees.

The Hobbs act was introduced, ironically, to crack down on racketeering in labour disputes and as part of a broader federal anti-communist backlash against labor unions but the statute was broad enough to cover much more than overzealous unions - and it has formed the backbone of federal efforts to reign in public corruption, especially in state and local governments. The greater irony is that Reinhart was a strong judicial liberal and thus highly critical of a string of recent supreme court cases that have severely undermined the Hobbs act using the first amendment free speech clause - one of the many ways the conservatives on the courts have turned the first amendment on its head and used it to defend corporations, politicians and religious bigots.
