They can’t recall the US debt in the sense of demanding that the US immediately swap gold for all our debt instruments that they hold.
US debt securities have varied maturity dates. What China can do, is stop buying new US debt, so that the amount of debt that China holds will become smaller over time, as the older notes mature. Alternately, they could do that, plus try to sell all their US debt holdings at once. Since the supply of such debt on the market for sale increases, the value of the notes decreases. Then, the US will have to pay higher interest rates on new debt, so that people will be willing to buy it, instead of just buying the old debt. This means higher interest rates, increased inflation, and radical cuts in spending. But the world economy will not disappear in an instant. It wouldn’t be good, but it as bad as one might think.
But there really isn’t a reason for the Chinese to do this. China and Russia should both know that attempts at destroying the US economy will boomerang on them. And dumping US debt like this would mean they would be throwing money away, as the value of their holdings decreases.
