The Politifact ruling is laughable and was widely crticized on Twitter -- it's based entirely on the Biden campaign claim that he was being sarcastic when he agreed with Paul Ryan that Social Security needed to be cut. Nobody should give him the benefit of the doubt because he has established record of defending such cuts, as I already proved in r1.
As for the his quote saying that Social Security needed to be saved, it's not inconsistent with defending cuts, and in fact it's often how rightwing politcians frame their austerity agenda. Read below. Social Security cuts are unpopular, so its proponents say they are actually saving it.

Biden stood by when Obama put Social Security on the table so many times I thought it was a tablecloth. Obama and Biden are at best Republican lite. Biden will sure as shit cut social programs the first time Republicans look at him crooked. I trust him as far as I can throw him. I would know for sure that Bernie or Warren will never cut any social program. The rest of them will just be more or Bill Clinton/Obama. I want a real president for the people. We have not had one since LBJ. No offense to Carter. He was a good person but a very weak president. If Bernie said "No woman can win" and honestly I don't think Warren is a liar, he wasn't saying he didn't want any woman to win but that he believed no woman can win and he might be right. That's the scary part. If he did say it I wonder what happened between the two to make Warren bring that up on debate night. I'm assuming it was a private conversation between them. Elizabeth was looking to wound Bernie. However if he did say it he should have admitted and and explained that in a country like ours no matter how much he would like to see a woman win, he didn't think it would happen. R42, from what I understand, it was proposed during a time of austerity (2011) and Obama was offering not tying benefit increases to the consumer price index in return for some other tax hikes i.e., trying to undo some Bush era tax cuts. Not a cut per se but more of a bargaining effort to get something from the Republicans.
