CBS had a real problem in the early years of "Alice" because Polly holliday was the breakout star, and Linda Lavin was super-resentful. They felt they couldn't get rid of Lavin because she was playing the title character, so their solution was to give Flo her own spin-off. It flopped, but not only had they replaced Holliday already with Diane Ladd as Belle, but Holliday had decided by that time she didn't want to be typecast as Flo and wanted to go back to theater. She never did the character again.
Of course, the irony was that audiences didn't like Ladd as Belle (even though Ladd is a superb actress and originally had played Flo in the movie), so they replaced her with Celia Weston. By this time Lavin realized the network executives were kissing her ass so she wouldn't leave, and so they caved in to her weird demands, which included re-recording ever jazzier versions of the show's theme song every season (which was much lampooned) and repeatedly playing that weird male gangster character in drag.

Phoenix was a huge destination city in the 70s. It's when the population grew by leaps and bounds.
Vera was from Boston, Alice and Tommy from NJ, Flo from Texas, Belle from Mississippi and Jolene from South Carolina, and Mel from Brooklyn.
At the end of the show (which ran for 9 seasons), it was said Vera was celebrating her 10th anniversary working for Mel. Belle had worked at Mel's Diner before, but Vera didn't know her, so she must've been their before that prior ten years.
