I think the main problem is, that policy makers don’t realize that globalism does not affect them the same way as it does ordinary people.

University educated professionals usually have no problem communicating with professionals (expats) from a different country, even if it’s a non-western country. They might have different norms and values, but at least they both speak fluently English and have a cosmopolitan mindset. And this a big plus.

This is not the case with immigrants who are blue-collar workers. In the EU, even working class Polish people (who are white and Christian) have a hard time integrating in other EU countries. Working class people (both the the natives and the immigrants) value neighbours and co-workers who speak their native language/regional dialect and who share their norms and values. The result: the corrosion of social cohesion in these communities and xenophobia.
