Whenever you see reference "public service workers" it almost always means that it is being implemented by executive order which almost certainly means a Democratic governor.

It also means that is not in law, not durable and it can be rescinded by the next GOP governor, as has happened in the past.

But surprisingly or not, Ohio has had two Republican governors from 2011 to present, and the map indicates that Ohio prohibits discrimination against public employees based on both sexual orientation and gender identity. The Ohio Civil Rights Commission website indicates that "State of Ohio employees and job applicants have certain protections against discrimination based on sexual orientation under Executive Order of the Governor."

Republican John Kasich was governor from 2011 until 2019. Republican Mike DeWine took over governorship in mid-January 2019.
