That was Pablo Schreiber, Lieb's half brother, and his story arc went along on and off for nearly a season and a half. Pablo is an excellent actor but those SVU scripts did him no favors. Still, I LOVED watching him beat and torture and rape Olivia. Very satisfying. He later played the delicious porn stached corrections officer on Orange Is the New Black and won an Emmy for it.
