It's something that should happen at birth, unless it's necessary because of phimosis or whatever other condition might necessitate it (about which I know little, admittedly). I don't really know why one would advocate for circ. There is no medical or physical reason to do so in general. Certainly not as routine practice. As far as looks, as long as it's hard it's looking good either way.
