Ratcliffe withdraws from consideration for intelligence chief, Trump says

“John has therefore decided to stay in Congress where he has done such an outstanding job representing the people of Texas, and our Country,” President Trump tweeted, adding that he would have a new nominee shortly.

This is pretty simple, actually. He was such a terrible choice -- even for Trump -- that even many of the republicans who would have to consent to his appointment were making it clear they would not. Trump didn't want to be embarrassed by a defeat, and he doesn't know how to negotiate, so he just pulled the rug out from his candidate.
