It depends on what you think the "battle" is and what time frame you're talking about. I think Johnson wins in the short term, as it's pretty clear that he's determined to drive this car off the cliff and will likely succeed.
In the longer term? Well, that cliff is pretty steep and there is going to be some damage when the car hits the bottom. I don't think this comes out as a win for Johnson in the long run. Thanks to his tactics, I think he now owns Brexit, not Cameron or May.
