The number of illegal immigrants has been dropping over the past few years. The "crisis" at the border is due to those seeking asylum, which is not illegal. Trump and the Republicans needed an "other" that their followers could focus their hatred on and dark-skinned people were the obvious choice (they're easier to identify than gays or women who have had an abortion, though those will always be handy secondary targets). Like R5 wrote, it's about creating a narrative and manipulating people through fear and hate.
