Cuba
There was a report out today.
America and Cuba opened up diplomatic relations, but Cuba fucked it up. They apparently directed some kind of electronic device towards our facility there, causing brain damage to the Americans. The Americans came home, and the report says it doesn’t know what happened.
Damn, soon, there can be no talking, even in “secure” places!

OP are you writing from 2017 or pushing an old storyline from Moscow? It's understood by intelligence that the Russians were doing that to damage relations. The same thing happened at another embassy in another country, also the Russians.

Andrea Mitchell reported on the Report today. It’s too bad. I think better relations with Cuba would lead towards an end of their regime.

I've followed this story for a while. This is a pretty big change from what these agencies said before:
