It's very possible to attain these results without steroids. Genetics plays a big role, some men get better results in certain muscle groups than others, even though they do the same exact exercises. There are specific techniques that can isolate a certain section of a muscle, as well. I used to do 12 different exercises for my chest, twice a week, so I hit them from all angles.
Long-term commitment matters more than supplements.

People act like having your testicles shut down is a big deal. The truth is, if you're injecting testosterone or HGH, you're never going to voluntarily stop, because you'd feel like shit & lose your musculature if you did. If injections are a given, the presence or absence of testicle-produced testosterone is little more than a rounding error.
At least, if you don't give a shit about fathering children. Testosterone itself is an easily-replaceable commodity. If you're injecting it, it doesn't *matter* whether your balls shrivel or not. You could cut them off, replace them with silicone prostheses, keep injecting testosterone, and the only real consequence is that you can now be kicked in the balls without passing out.

Dylan McKenna is probably on steroids. Very hard, if not impossible, to be that big while staying that ripped all year around. That's the real tell. Bodybuilders usually get somewhat fat and lose their abs while bulking but with steroids you can bulk while staying ripped.
That being said, people on DL are really quick to throw the steroid accusation around having no idea what they are talking about. No, not every muscular guy is on steroids. Many people are capable of a physique like Dylan's without steroids. It just takes years and several periods of bulking.

How your muscles build up is genetic. I always had a big chest but I had a hard time developing my biceps. Some guys have ripped abs but they don't necessarily maintain a good diet. I've seen plenty of men whose shoulders are massive, but the rest of their bodies lag behind. There are some very gifted men who are able to achieve beautiful muscles all over their bodies because their genetic code responds this way to lifting weights.

There's literally no point to looking that good except having sex with hot guys. I say this as someone who grew up very overweight, then was extremely fit in my early twenties, and now have reached a happy medium finally. Keeping your body fat percentage under 12% for any period of time is miserable. You're hungry and tired all the time. And the food all tastes gross after a month. You also won't feel strong from all that weightlifting, you will feel weaker than ever. But your sex life will be incredible. Some of the guys I had sex with then wouldn't give me a second look now. There are no other benefits though, it's not actually healthy or even normal for your body.
Some people can have healthy levels of body fat (15% - 18%) and still have visible abs just based on where their body stores fat. Those are the true lucky ones but they are rare. Dylan clearly gains fat on his stomach area immediately when his diet slips even a little. So he has no choice but to be way too ripped beyond what is healthy.

R137 it wasn't true at all that I couldn't be horny while being hungry and tired lol. When you work out a lot and your body has to rebuilt torn muscle, your testosterone goes up a lot. A couple hours after working out is when I'm most horny, even today.
Sometimes you don't have energy if you're too carb depleted though. Especially in the early mornings I was way too hungry and lethargic for sex after waking up most days.
My point is it's generally not worth it. If the very most important thing in your life is fucking other really hot people, 8% body fat will definitely help you do that. But every other aspect of your life will be miserable.

Well, not exactly. What you lose is your ability to train with the intensity required to MAINTAIN your looks. If you're buff & never work out again after today, you'll still be pretty hot for the rest of your life as long as you don't get fat. The problem is, old habits die hard. When you're working out hard, you need to eat a lot to sustain that growth. Once you stop working out for 4-6 hours/day, your caloric needs fall MASSIVELY, and eating even a third of what you'd eat during hard training will cause you to gain several pounds (of fat) per week. Without the 'roids, you simply can't sustain a several hour per day workout... at best, you'll make basically zero progress regardless of how hard and long you work out. At worst, you'll start getting minor injuries (sprains, etc) that will keep adding up until they sideline you for days or weeks.
Guys in their 40s and 50s have the exact same problem unless they get supplemental testosterone. When you're a testosterone-saturated teenager or twentysomething, you can easily gain muscle mass even without steroids. Once you hit your 30s, it's like running into a brick wall... the gains just stop, regardless of what you do. By the time you're in your 40s, attempting to gain serious muscle mass without supplemental testosterone is practically a lost cause, and you'll be running like mad on a metaphorical hamster wheel just attempting to not LOSE muscle mass. By the time you're in your 50s or 60s, absolutely nothing you do that doesn't involve supplemental testosterone or steroids is going to result in meaningful amounts of added muscle mass. And for some guys, andropause hits even earlier.
The big thing to remember about steroids is that they don't magically cause muscle to appear. If you inject yourself with steroids daily, but don't actually take advantage of them to work out hard, all they're going to do is give you back acne and make you horny 24/7. Steroids enable you to work out hard and rapidly gain muscle, but it's still up to you to actually DO the work to gain the muscle.
For a perfect example of what happens when you stop taking steroids, look at Mark Wahlburg. Assuming he hasn't personally admitted it, there's almost universal agreement that he almost unquestionably, beyond doubt, used steroids in his late teens and/or early 20s to get the body he had. At some point, he almost certainly quit taking them. He still has a great body... and a body that's far better than most guys his age... but the harsh truth is, not even Mark Wahlburg looks like Marky Mark anymore, because it's unsustainable over the long-run. He almost certainly takes testosterone now, but he'll never again have a body that would have given Leonardo DaVinci's statue of David a visible erection.
