Because the movie business is so shitty, OP.
If Treat Williams had been part of the studio system in the 1940's, he would likely have been a huge star.
And then, there is the matter of his name. "Treat" does not help matters. It's just odd and it muddies the image one creates to being a star.

I saw HAIR with my parents in `1979 when I was 13. I LOVED the movie. I thought my head was going to explode at the beginning of Black boy/ White boys when the John Savage and some extras were standing there naked in front of the draft board.

I've wondered about this myself....He was gorgeous, talented....
I am so naive about these matters. How can people do THAT much coke? mountains of it? The Stones, Elton John, whoever....Aside from burning out your nose, doesn't it scramble your brain eventually? DL laughs at Liza, but she can STILL sing all those songs, with all those verses...I barely touched the stuff and I can't remember anything. Maybe I should have done more....

His drug reputation must have been really well known. His IMdb goes from Prince of the City a highly acclaimed movie and then one other film and then two years after Prince he was doing TV which was a big step down back then.

He starred in a movie called "Prince of the City" that was supposed to have made him a star but didn't. I think he didn't become a big star probably due to not great roles that would have showcased his strengths. I can see how he might appeal to others but I didn't think he was very hot; he had a great body but I never did think he was handsome. Good actor, though.

Even at MGM an actor might turn into Clark Gable....or Johnny Mack Brown (who was almost Clark Gable before Clark Gable, but then he wasn't).

He was handsome and had a nice body, a decent actor but not a great actor and not a lot of range.
He's still had a good career, though. He's worked steadily over the past 30 years. Everwood is a show that fraus love.

He's not a great actor. He's appealing looking on film and TV and has a warm voice.
But I've seen him do theatre twice in NYC and he was underwhelming onstage. Really lacking in presence and authority.
Listen, he's lucky he's still making a living acting. A lot of attractive young men he came up with have left the business.

He played Stanley Kowalski opposite Ann Margret as Blanche in a tv version of "A Streetcar Named Desire." They were both very good. He in particular seemed very right for the role; his face and body really did have a primitive, ape-like quality.
