I understand that many Latino people have mixed ancestry, but what about those who trace their roots directly to Spain, (like many Cubans) or the people in Mexico of German descent. Would they be considered white or no?

The only exemptions when Latinos in the United States can op out from being considered white is if:
1) They have an official affiliation to a Native American group (which most of them don't, even if many of them could trace their lineage to the Southwestern United States like many Northern Mexicans).
2) They are mixed or are Pacific Islanders.
3) They are mixed with or are African-American.
If they are not officially affiliated to any of those groups, they must identify as white in the census or any other state or federal official process.

The problem is you are using American terms to define non-Americans on two different continents.
People from Spain consider themselves Spaniards (not Latino or Hispanic). Spaniards consider themselves European, ergo white.
Latinos and Hispanics refer to someone whose ancestry derives from Latin America. Some are white, some are not.
The problem is in Latin America racism and colorism is huge. Very few people in many countries of Latin America are actually white, but because of the bias towards whites everyone claims to be white.
So your answer is yes (but it depends really).

People from Latin American are similar to people from the other part of the Americas; Some mix of Indigenous, European and African. There are just higher numbers of people of indigenous descent in places like Peru than still left in The USA. Many Spaniards also have Arabic ancestry because of Spain's history.

R23 The migrations of peoples is an interesting topic. People get stupid over value assignment based on these things, not acknowledging how much about human society has to do with being in certain places, with certain conditions at different times, so it doesn't have to be viewed strictly through a competitive or supremacist lens.
I'm always interested in hearing about entire peoples who just disappeared, culture an all and there's no explanation (like conquering, assimilation) to explain it.

I've been to Mexico 5 times and traveled to a few different places. While the average Mexican is probably a mix of indigenous and Caucasian (European), aka Mestizo--you do see many people who obviously do not have indigenous ancestry and look exactly like the average Caucasian from anyplace--North America or Europe say--can be blonde with fair skin and blue eyes, but are Mexican going back many generations maybe. You also see people who are purely indigenous (in Oaxaca for example there are a number of different local indigenous groups) and those people are not Mestizo There are a lot of immigrants in Mexico, esp. Mexico City, whose origins are European and not Spanish. There might even be many such people in the US--you just don't know because they don't look "Mexican." Also, many of them stay in Mexico because often they are more middle class and don't have the economic need to go to the US.
Latino is an American term for people born in Mexico, Central America or South America. I think most of the people born in Argentina, for example, are Caucasian of European ancestry, also Uruguay. The term Latino has nothing to do with race, just as the term Mexican has nothing to do with race, obviously, just country of birth or citizenship.

There was a study done a while back on how Hispanic people define themselves. Many defined themselves by country of origin, Puerto Rican, Cuban, American, Mexican-American, Peruvian, etc. Some defined themselves as Hispanic, Latino/Latina, Latin, white, or brown. It's a very diverse group. My best friend from childhood, born in America, had Spanish born parents. He had blue eyes, fair skin, and dark hair. Very good looking. Thinks of himself as white American of European descent.
Many Mexicans are mixed race, Spanish and native, others are 100% Spanish (many elite and wealthy landowners on whose land live illiterate "peasants"), German, or other ethnicity just like in the US. Many people from Mexico fleeing to the US come from families without education or land who come here for a better life. Understandable IMO.
I have a friend whose parents were from Mexico. Mother was 100% Spanish and wealthy, father was Spanish/Indian mix. Her family had a fit when they married, thought of him as beneath her even though he became a successful university professor. He said once a friend saw him in the yard and assumed he was the gardener.
I also have a beautiful niece-in-law who's family is from Mexico, half German, half Mexican. She has an exotic look, creamy white skin, dark hair.
I spent time in Spain in the past. Many Spaniards looked like white Europeans. Western Hemisphere Hispanics are browner due to mixed races.
Of course, times change, and if the study I read about was done today the results might be different.

You can’t base what people from other countries count as white either. I’ve been to Colombia and there some of the “whites” weren’t white at all. They were clearly mixed race but cause they are light skinned with not as nappy hair they are “white”.

A Hispanic is someone that comes from a country that speaks Spanish. The term is mostly used by the Americas. It has to do with Language.
A Latino is someone who is from or a descendant of someone from Latin America. Thus a Brazilian is a Latino but not Hispanic. People from Spain are considered Hispanic but not Latinos.
Why can't we understand this?

It is a stupid argument, because it evolves over time, when the Irish first came to the US they weren't considered white. Then you have people like Danny Thomas, who was considered white, but would now be considered not white but Middle Eastern, even though I consider many Middle Eastern people to be white.

They are inflating their numbers already. When you hear the government say Latinos made only 8% of the national vote in 2016, many people noted that those assessments are flawed since the census doesn’t recognize Latinos as a race, most of them are lumped with whites.
The true percentage of the Latino vote was probably around 12-13%
