American movies aren’t eligible to win best picture at the Mexican Oscars or the Chinese Oscars (Golden Horse). Chinese movies aren’t eligible to win best picture at the Oscars. So why is Roma allowed to? I can see the logic if it was an American production set in Mexico but it isn’t since it’s also up for Best Foreihn film. How weird (and unfair) would it be if it won both best picture and best foreign picture?

FYI It is also possible for a country to submit a film for Best Foreign Film and the branch that chooses Best Picture, the producers, to choose a different film from that country to nominate as Best Picture.

As R11 said, the categories aren't mutually exclusive (so Roma can be eligible for both Best Foreign Picture and Best Picture overall) and the category in question is "Best Picture" not "Best American Picture". How do you imagine the likes of The Kings Speech and Slumdog Millionaire (both British films) would previously have won Best Picture, for instance?

If American movies are eliglie to compete in other countries Oscars, they would dominate! They would win all the special effects, makeup, editing, cinematography, sound, etc. because they have the big budget. It wouldn’t be fair to Mexico, Chile, Phillipines, etc.

Subtitle films should not be eligible in that category. They can fix it if they did English voice over. Besides I can't stand them. It's hard for me to see the title and enjoy the scene at the same time. It takes away the whole scene what the director is try to show
