Anybody I knew who ever wore anything like this was copying Pat Benetar

I think they copied Pat’s look for Ursa, the villainess in the first two Superman movies.

Superman II was being filmed when Pat's first album came out. The Ursa look is coincidental, but really funny in retrospect. I always liked that moment in Fast Times at Ridgemont High where two Pat fans are fighting over the same pair of pants.

She was rare for her era because she was really considered a genuine rocker--most women singing stars of the late Seventies and early Eighties were considered more pop-oriented, like ONJ and Sheena Easton, or more dance-music oriented.

She was such a big deal in the early and mid Eighties, and then she was over very quickly.

In high school I remember a lot of girls wearing their hair like Brian Setzer of The Stray Cats. I don't recall too many Pat Benetar clones.
