Eminent domain, which means the government would have to seize land from private owners that in many cases have owned it for generations. The people would get little or nothing. If they fight it, they get nothing.
I personally lived through this and it’s horrible. You get sued, you have to go to court, you’re fighting a huge corporation, in my case, or the government, and can never possibly win. People that own land for generation are land poor, they can’t afford lawyers for years. And they’d lose. In my case, our family owned the land over a hundred years and that meant nothing. They just took it.
Farmers and ranchers are not rich, they’re barely squeaking by in most cases. Their livelihood could be gone forever. If your plot of land is reduced by a certain amount, it’s very hard to get a loan as you can’t farm for profit if it’s too small. And if you were trying to build condos or houses, there’s zoning that requires X number of square feet per home, so if it’s reduced too much, it can’t be used for tract homes or apartments. Farms require a certain amount of grazing space for each animal or crop, so too much reduction means the remainder is now completely worthless. No one will buy it if they can’t fit anything on it either. And no one wants to live by a giant eyesore either.
And then there’s the recent efforts to spoil or remove water supplies that have been in the desert for decades, to discourage immigrants. Dehydration causes deaths of both humans and animals. Many animals must be suffering and dying out there.

R385 When the Republicans wanted something they considered really important, approval of their Supreme Court Justices they changed the rules in the Senate to make approval by a simple majority instead of the 60 vote rule, that is how they got Gorsuch and Kavanaugh approved. If they had considered a border wall, a national emergency that a border wall would fix, they could have changed the rules just as they did for Supreme Court Justices. Trump wanted them to change the rules, Republicans in Senate refused. Apparently they didn't consider it that important then, just now. So they could have done it the first two years, they chose not to. It simply wasn't that important to them.

What I'm learning through this whole process is how much our system depends upon honor and honesty. For me, the Republicans of today have neither. It's all about winning and getting what they want. Now, before any Republican screams that Harry Reid started this type of mess, please remember that he resorted to the nuclear option because Republicans were not approving ANY nominees brought forth by the Obama Administration. And, that's why the Democrats have introduced legislation which will make it a law that Presidential candidates MUST provide 10 years of tax returns. But, look how honorable (both Democrat and Republican) of the past adhered to that honor code by providing that material. Trump is simply refusing to provide his taxes. So, this is just one example of the many "honor codes" of which Trump has broken and has had the support of the Republican party in doing so.
Republicans MADE President Carter sell his peanut farm because they considered it a conflict of interests. Yet, Trump has a hotel that is walking distance from the White House of which foreign countries are specifically using in order to gain favor with him and today's Republicans say nothing.
