Recurring SNL skits that were funny every single time
Not many! Some were hilarious the first time, then done to death (like "The Californians" or--to be honest--Juneece on "The Lawrence Welk Show"). But I would nominate:

One they did only twice, but that was hilarious both times, was Paul Brittain's hilarious Lord Wyndemere, where he was the child-like 48 year old British Lord Wyndemere (dressed like Gainsborough's Blue Boy), whose girlfriend's father (a regular suburban dad) just adored him.

Melanie Hutsell played a conceited lady character who was convinced that everyone was hitting on her. It was pretty funny. She made a bartender empty her drink and pour a new one. When asked why, she deadpanned “Spanish Fly?”.
Also the “Leg Up” program with characters playing Ann Miller and Debbie Reynolds as dirty old broads was fun, too. I think these were Molly Shannon and Cheri Oteri, who also played an old Italian women whose signature expression was “See this? Mine now!” When kids’ toys appeared in her yard or on her porch.

Just my opinion, but some of those early SNL recurring skits do not hold up well. I'm embarrassed I ever thought they were funny. Maybe in the future, I'll hate it, but I like the "What's Up with That" talk show with Kenan Thompson as the host and "Lindsay Buckingham" as the recurring guest.

Stuart Smalley was always good for a laugh.
To think, they made an entire movie based on THIS characte?? However, I do remember laughing out loud at least once:
Stuart was an adult male living back at home and speaking on the phone with - maybe a patient?
He was advising them (possibly bragging to them) that all one had to do to ensure effective interpersonal relationships was to set firm boundaries, but before he could even finish his thought, his mother picked up the extension downstairs and immediately started dialing right over him: beep boo-boop beep boop boop beep.
