I don't know about all of them but it was reported that the police (or the FBI or someone) detonated the first bomb, the one sent to Soros, which implies that one was real. There are dozens of postal workers, couriers, neighbors, etc.etc. and anyone could have been harmed or killed. The Feds said the devices were all very unstable and it was a miracle none of them went off just with simply handling them.
