There is an enormous difference between willingly participating and being coerced.

Monica shouldn't have even been in the White House. She got her internship through family connections not merit. She was transferred out of the White House shortly after being hired on from her internship because she frequently wasn't at her desk working because she was too busy trying to hang out in the West Wing. Even the Secret Service complained about her. If the average worker did that, they would have been fired not given a job at the Pentagon. She wanted to stay on at the White House so badly that she even offered to work without pay.
