In theory more than practice. It's a hard look to pull off if the texture and thickness of the hair isn't right. Usually, a woman needs thick, silky, straight hair to pull it off. Often, grey hair comes in wiry and thin, so it can be difficult for older women. Textured bangs can be styled straight, but once wind or humidity get to it (which is almost always) the look is ruined. A lot of the styles in print and media with blunt bangs are partial or full wigs. I like the way it looks when it's done well. Generally, the quality blunt bangs and pageboy wigs look better than the real thing.

I hope they come back. The 80s was the decade of the bang. Remember how popular they were with the New Romantic styles and all the rage until 1985? bangs then were always styled with heavy products. Then they went out of fashion for a couple of years and were back with a vengeance with the 1990 preppy age, that style looked great just blow dried with minimal product added. I'd argue that short bangs suit no-one. They're like a pixie cut - if you're totally gorgeous (like Audrey Hepburn) you might be able to carry it off, but you'll always look better with another style.
Agree that bangs work well to balance round faces and/or very high foreheads.

I think side swept bangs are flattering on most women. They don't cover the whole forehead (there's the open space on the side), they don't look heavy, and there's some movement to the look.
