Obama continued the policy of quickly releasing minors to their families. But because tens of thousands of children were crossing, the HSD was overwhelmed and it took longer to locate relatives of these unaccompanied minors. Hence special shelters had to be opened to house the minors WHILE THEIR FAMILIES WERE BEING LOCATED.

Once families were located and vetted, the minors were released to them with a court date.
