Because Harry is still technically 'third' in line to the throne, since William's gaggle of kids are well underage. He'll be a UK Counsellor of State (you can Google this) until baby Louis turns 18, and even then will still have that role when Charles passes (if Will & Kate have no more kids) - this requires him to keep residency in the UK.

Also he is a full time working royal doing royal duties, and is paid and supported as such. Why do you think he gets free housing in Kensington Palace? bodyguards, and free transportation? not because he's the Queen's grandson but because he's a full time Royal. That also requires living in the UK.

If he wants to give up most of the perks, and renounce his state duties once William's kids are of age, he can then live wherever he wants.

Regarding Kensington palace & the cottages, I've always wondered why the 828,820 square feet of Buckingham palace doesn't house more royals.

I was in Edinburgh recently and toured the Holyrood Palace (which was very interesting, BTW). The first two floors are the public area tours of some various historical importance while it looked like the top floor was private and the only real living space area and/or administrative offices when QEII is in town. So I guess that while you may have a palace, once you subtract out the area for the public viewings, administrative offices, security, areas unusable due to age, etc., you don't have that much room left.
