All people in these types of service jobs are making minimum wage and if they are undocumented they're making peanuts so may need to have other jobs, so I doubt they have much time or resources to learn a new language. Not to mention learning a language as an adult is hard as fuck.

Plus there' something else at work here too. If a person doesn't speak English in America, it's probably because they're recent arrivals from whatever other country, so I'm sure speaking their native tongue in a foreign country is a coping mechanism.
