He used to be funny and then took a nasty sharp right a few decades ago and had a show on Fox News for awhile. His junior when he was on SNL was amusing, then his jokes became cruel and mean. He makes conservatives happy because he is supposed to be something of an intellectual, so they feel smarter for agreeing with him. It's bizarre how humor, when it's well-intentioned, has a completely different tone when it comes out of someone's mouth that is a cruel person. It's also why there is no successful conservative Daily Show equivalent on Fox News even though they have tried.

Later, Dana Carvey amplified it when they did those "dueling Dennis Miller" segments on Weekend Update, when he and sometimes another person would appear side by side with Miller and do the news impersonating him. I can't find a video but below is a transcript where Carvey used the "cha cha" thing repeatedly.
