A progressive conservative, technically happened with the progressive farmer's party merged with the conservative party in the early part of the last century. the Progressives believed that the government should have a role to play in people's lives. Kind of like the NDP party in Canada but still wanted a free market.
The federal conservative party was pretty progressive itself until the Reform party essentially took it over in the 90s and Stephen harper took it over, then it became somewhat right wing.
the progressive conservative party still exists to some extent in the provincial versions of the conservative party especially on the east coast where political parties are less diametrically opposite. and where people are much more willing to have government intervention in their lives.
