Except in this case, one did come forward and wasn't scared - Anthony Rapp. He told his story to The Advocate but they redacted Spacey's name because they didn't want to out him. Buzzfeed also did a story about a journalist who was interviewing Spacey and Spacey assaulted this guys while he was trying to do the interview. He couldn't tell the truth in the paper he was working for because, again, of fears about "outing" people.

Sorry for the dumb question. When you publish a video, you have to have permission in writing from all the actors or performers who appear in it. What's different about this? If Aaron appears in it, they need his permssion to publish it. So they should be paying him a fee, not the other way around.
