Upstate does not include NYC suburbs. They even changed the sign on the Deegan from saying Upstate to 87 North to Albany, which is three hours north, because every yahoo driving out of NYC thought they were upstate once they leave the city.

True r17, but the problem is deciding where those suburbs end.

R17 is correct -- R18, generally Westchester and Rockland are "not upstate", Putnam and Orange are question marks and everything else is "upstate"

... although some also pull the Catskills and Hudson Valley out, so anything that's not a suburb, the Catskills or the Hudson Valley is "upstate"

And she's in Chappaqua, R12, which is about 15-20 minutes north of White Plains and in upper Westchester.
