She is technically correct but entirely missing the moral component.
Obama was a decent guy trying to do the right thing and make things better and, as such, papered over the cracks in an unjust system. Trump has flung aside that modesty curtain revealing those deep divisions and weaknesses within our Democracy. Exposing those flaws certainly gives us the motivation to push back and the opportunities to fix those problems with something more lasting.
Take healthcare, for example. Obamacare was a middle of the road idea that made the flawed market-based private health insurance system more palatable mainly by providing subsidies and expanding Medicaid. It helped many people but didn't go far enough to ensure all Americans have adequate and affordable coverage. Trumpcare, if it gets through, will blow that up. The response to the threat of Trumpcare seems to be a huge push towards single payer/universal coverage/Medicaid for all. Silver lining, yeay? Well, maybe in the long run, but not for all those thousands of people who are going to die or be made bankrupt in the meantime. Add to that number all the other people who will be negatively affected by whatever else this shit show of an administration is doing.
It's not wrong to point to a silver lining as long as you acknowledge the cloud. It's not Sarandon's analysis that's repugnant, but her blithe dismissal of the suffering along the way, especially as she is not among the affected.
We don't allow medical experiments on live, unwilling human participants (or even corpses for that matter, not without permission), even if it would benefit humanity in the long run. It goes against our moral principles. Why should we allow a political experiment to do the same thing on an even grander scale?

For example, let's look at her co-star on "Feud". Jessica Lange is a diehard liberal democrat. She supported the Clintons back in the day and was supportive of Hillary until she voted for the war. She then supported Obama, going to rallies and encouraging voters to vote for him.
This election, however, she stayed quiet. She didn't think it was more important to voice her disapproval of Hillary than it was to get a democrat in office. That was smart, considerate and classy.
I always wondered how things were on the set of "Feud". Murphy was/is a HUGE Hillary supporter. Lange has implied her "disgust" with Trump. and has voiced her "mental feud" with Conway. Things were I'm sure cordial but somewhat tense.
