Because he isn't playing Green Arrow, the reality is he is playing Batman pretending to be Green Arrow.

So much of the show "Arrow" is based on the Batman comic books, a lot of the characterization of their Oliver is making him Bruce Wayne.

Considering that "Arrow" is ALSO based on the popular "Green Arrow: Year One" mini-series from 2006, the rendition of Oliver in this series fits completely with DC Comics' portrayal in the last several years.

Mike Grell's popular run of the series (1986-1992) had absolutely nothing to do with Liberal rants or SJW protests or Hippie Love. Oliver acted very much like the "Arrow" show, albeit not shirtless as often.

Oliver Queen becoming mayor to help Star City is from Judd Winick's 2003-2008 run on the "Green Arrow" series.

Also, Green Arrow was created in 1941 as just a Batman clone with arrows and continued to be that, with Arrowcaves and Arrowmobiles and the like, for 28 more years until his 1969 reimagining. From 1970 to 1985, Oliver griped about Republican "fat cats" and "The Man", but in 1986, Mike Grell turned Green Arrow into a grim vigilante, much more in line with Grell's own very Conservative beliefs.

This was in the height of the Regan Era and this characterization was a big hit but it kept Oliver isolated from the rest of the heroes in the DC Universe. After Grell left in 1993, Oliver limped around a few more years until he was killed off in 1995 and replaced by his previously-unknown son.

Hal Jordan brought Oliver back to life in 2001 and writer Kevin Smith brought back a lot of the SLW-ness along with a new salacious and sexy attitude. Brad Melter followed Smith and concentrated on Oliver's ties to the rest of the DC Universe. Judd Winick settled in in 2003 for a five-year run which had a very Liberal Mayor Queen officiating at gay weddings!

The NEW DC Rebirth "Green Arrow" series is about the BEST I've ever read! I can't even describe how well it is written with very beautiful and unique art!

Amell's Oliver is certainly not a Conservative and he works hard for the "little people" in Star City. Bruce Wayne has the party boy image which Amell's Oliver Queen shed a long time ago and he works to improve the city openly as well as a vigilante.

OP, enjoy the first two seasons of Arrow. After that the showrunners left for The Flash and the show went off the rails almost completely. I personally enjoyed the first season the most. It was exciting, fun and trashy, and I really liked the characters. It's certainly never been a perfect show but still.

I like Robbie Amell better, if nothing else but for his beautiful nipples...

Several years ago, a relative of his married the relative of a friend of mine. This was a couple of years into the series, but before he was married.
