It's not surprising. Arnold is older and Joseph is the youngest of his kids. He's now out of elected office and has a lot of time to spend with him and does so. This dynamic happens all the time. What is surprising is that Joseph is the illegitimate son and yet Arnold is showing himself to have no interest in that label.

Kids who are reunited with long-lost fathers tend to be adoring and uncritical, even if the father is an asshole who abandoned them or refused to acknowledge them.
