He had both a leather jacket and another jacket (stronger than a windbreaker). The "powers that be," at first would only let him be seen in a leather jacket if he had a reason to have it on, like when he was on his motorcycle, Which is why you often saw Richie and the gang talking to him while he was by his bike.
