I have a very pretty 20'something neighbor who parades around naked for neighbors to see through her apartment window. She does this with some frequency and is absolutely aware that people can see her. I do not believe her boyfriend, with whom she lives has any idea of what she's up to.

Very first place I lived back in 1991 was the basement rental in a semi in a quiet neighbourhood. The wife next door would go into the backyard at least once a week and loudly masturbate on the deck in full view of whoever was outside. Invariably someone would call her husband at work and he'd rush home and drag her inside. I think she had mental health issues.
