It's Clara Bow. When she wore it the swastika wasn't the well-known symbol of evil that it eventually became. The Czarina Alexandra liked the swastika; she considered it a good luck charm (this was well before Nazi Germany). I guess it didn't bring her much luck; she and her whole family were eventually assassinated.
Poor Clara can be excused for the swastika hat and collar. But she was one of the nuttiest, most promiscuous Hollywood stars of all time. There was a very good reason for that; her atrocious childhood and her severe mental illness. She was schizophrenic. But she was also one of the most beautiful, vibrant film stars of all time, the "It" girl, one of the biggest stars of her era.
