When you think about it, she was actually 21 when she died, because she was already "gone" in every meaningful sense by her birthday.

As for her estate - legally it is long decided. IF she had any cash left, Gordon prob swiped it. Whitney's townhouse is empty and prob being repaired for sale. All of Whitney's money remains with Cissy and her brothers.
