Not a real celeb but a pseudo. Vicki Frederick who was in ACL both on Broadway and film and starred in "All The Marbles" had the best hair for a female. She also knew how to use it. When she played Cassie, she had her hair up in a tight ponytail and when she began her "Music and the Mirror" dance, she pulled the tie off and her fluffy hair became a part of the dance.

But it might be otherwise natural, a co-worker has hair like that. She had long natural ash blonde hair, and when it started going gray she dyed it red. It's the same color, and just as thick and glossy, and I doubt there are extensions involved as the woman doesn't seem to care too much about her appearance.
