Some people on probation are ordered off the internet - eg child sex abuse probationers. You can't be placed on probation without your consent - at least not in my jurisdiction - so you agree to abide by the terms of probation which can include internet restrictions and a waiver of your privacy rights on your usage. Probation officers make home visits so they have some power over this. But even if you have a GPS monitor on it may be impossible to check on every possible opportunity for internet access and use.
