This is arguably a subjective question so I'm going to answer it HIGH subjectively, and I realize they won't be popular answers, but my top two picks would be Natascha McElhone and circa late 70's Meryl Streep.

For me, "beautiful women" have faces that hypnotize me in a way. Like I could just stare at their faces in motion for hours and they will endlessly intrigue and delight me. They have to have VERY expressive eyes and noses with character. Button noses and baby faces like Marilyn or Miranda Kerr will never exceed 'cute' or 'sexy' to me. And I think I must have a "type" (as much as a gay man can) of "beautiful woman" because mine look an awful lot alike, at least when they were young.
